Check the fuses. If the fog lights are not factory original, someone may have overloaded a circut by adding them incorrectly. any frayed or broken wiring may need repair. try following the wires.

The high idle may be caused by old spark plugs and wires. As far as the temperature problem there are several things that may cause this, but the thermostat is the easiest and cheapest thing to check.
It's possible that the fact that it's light or dark has nothing to do with your headlight working or not working. Look into other causes of the problem: Such as: Is is wet outside?, How about overheating of the components surrounding your headlights?
