If a local shut off is not present then the main house shut off will have to be used, or the cutoff at the meter. unless plastic pipe is used then the faucet screws onto the water pipe. It will probably take a pipe wrench on the pipe and the faucet to break it free. use Teflon tape to cover the pipe threads before screwing on the new faucet. Turn the water back on and check for leaks.
