The wiper motor doesn't turn off until the wiper arm gets to the "park" location. If the wiper motor never detects park, the wipers will stay running.

There is a recall that affected many Astro vans which I believe included the 1998. Call your local Chevrolet dealer and ask about it.
The 1997 Chevy Astro fuel relay switch is located on the firewall in the engine compartment. The fuel relay switch will be in the center of the firewall.

I have a 1995 S-10 Blazer and a 1986 Astro. They both do this especially when using the turn signals. It's worse in warm weather. We had the Blazer's control wand changed at the dealership twice to fix it. I assume its a design problem. There's just to much jammed into the area and too much power and it acts like it jumps circuits the way my old VW Beetle would. Honk the horn and the wipers would cycle.
You will need to remove the ignition switch retaining ring in your 2002 Chevy Astro Van. Slide the ignition switch out. Remove the wiring harness from the end of the ignition switch. Reverse the process to install the new ignition switch.

The 1999 Chevy Astro horn relay switch can be found on the back of the horn. The relay switch will be attached to the horn with two retaining screws.

You can remove the 2000 Chevrolet Astro Van the ignition switch cylinder by removing the retaining ring. The retaining ring will need to be turned to the left. The ignition switch cylinder will slide out.
