steering wheel in locked positon try moving it a little either way and the key should turn. The steering wheel has a locking device that wont let the key turn if the wheel is not free
or you have the Wrong key
Remove the wiring harness from the back of your 1991 Chevy Corsica turn signal. Remove the turn signal retaining bolts. The entire turn signal will come out. Reverse the process to install the new turn signal.

The steering wheel cannot be bypassed to rewire turn signals in a 1989 Chevy Corsica. The switch for the wires is in the steering column. If the steering wheel were bypassed, the wires would not be connected to the switch.
The hazard flasher is for a '91 corsica is located in the convenience center. The turn signal flasher relay is behind the dash panel left of the steering column.
change the bulb
go to autozone or other auto supply store and ask for a "flasher" for your year make and model. i just hate this problem on my 94 corsica.

Check bulbs they are double filamented smaller for brake/ turn signals Check the sockets for corrosion Check for power and ground to sockets Could be a problem in the steering column switch
Since the 92 Chevy Corsica is equipped with SRS (Saftey Restraint System), ie: Airbags, which is located in the steering wheel. In order to replace the turn signal switch you must remove the steering wheel. Therefore I would only highly advise you to take it to a dealer to have this done.
