These are warts. Warts are often caused by a fungus or bacteria that causes these excess growths on cattle, but does not hurt the animal; warts can be more of an aesthetic thing especially on animals that are being raised for the showring. Usually they fall off after a while, but a topical treatment provided by your local vet can be added if it's necessary to keep the warts off.
