Moe information is required to answer this question. Do yu mean why/how is the AC Blower still running?
If this is the question it is probably because when turning the ignition switch off a delay timer leaves accessory power on for about 30 seconds before shutting down.

sounds like your A.C. compressor clutch is locking up
An air conditioner should not smell like smoke when turned on (or when turned off). I would have to suspect that the electrical insulation is burning.
Your air conditioner compressor may be seized up. If it is seized up the belt would lock up every time you turn on the air conditioner, causing the car to die.

1. A bad or worn out drive belt. 2. A bad or damaged a/c clutch. 3. A bad or locked up a/c compressor.
1st option is that the air conditioner has ceased and is dead. There is no 2nd option.
