Although Congress defeated Roosevelt's proposed Judiciary Reorganization Bill of 1937, which would have temporarily increased the size of the Court from nine to fifteen justices, his threat plan resulted in eight of the nine original justices leaving the bench between 1937 and 1943. Roosevelt's eight new appointments shifted the ideology of the Supreme Court from conservative to liberal, and increased the President's power because the new justices supported his New Deal legislation.
