As you move from a pole toward the Equator the Earth's spin will act against the force of gravity, so that the net gravity will fell less as you approach the Equator. It depends on which hemisphere you live in... If you live in the northern hemisphere of the world the water will flow clockwise. If you live in the southern hemisphere it goes counterclockwise. I'm not exactly sure about why... But I do know it has to do with the earths gravitational pull and the fact that the earth is spinning on an axis.
