From what i heard there will be a legend of zelda ocarina of time on the wii. It is a virtual console title purchasable in the wii shop channel. And you can use a classic controller or gamecube controller.
Toon Zelda is not playable. She was just unused memory in the game. But there is a rumor that there will be a channel allowing you to download characters to the game. Toon Zelda might become available this way if is true.Toon Zelda isn't in Super Smash Bros. Brawl. It would make sense to have her in the game , though, since Toon Link is in it.

Technically, it is possible. WAD Manager, an app for wii homebrew, installs .wad files on your wii. These are pretty much wii channel files. It normally is used to install wiiware or VC games on wii, downloaded from the internet. It is also used to boot wii games without the actual disc. I can't tell you where to get the file, though.
Yes, there are more methods of installing the Homebrew Channel than with the Twilight Princess exploit. Super Smash Bros. Brawl can also be used, where you put the Homebrew Channel on the SD card and load the Stage Builder (with all custom stages deleted) in order to install it.
