It could be used for storage. But that wouldn't make sense, since that space is dedicated to your operating systems memory...
VMWare uses regular storage space as memory for all its Virtual Machines, 1 TB could equal 8 GB of Ram, and 992 GB of Storage, for example.
Hope this helps.
Long Term Memory
Magnetic storage:Yes magnetic tapes are permanent storage and are the best permanent storage. These are very slower storage but are very cheap storage then RAM or other kind of memory.
Permanent storage on a hard drive Temporary storage on ram memory.

ROM- read only memory permanent storage The right answer is Memory
A temporary memory is one that loses its contents if energy is cut off. This is normally some variety of RAM.A permanent memory is one that maintains its contents, even without a permanent energy supply. This includes hard disks, CDs, DVDs, and flash drives. Note that the contents of "permanent" memory can still be changed, or damaged.
Read only memory (ROM)

The processor uses temporary storage, called primary storage or memory, to temporarly hold both data and instructions while it is processingthem. Pimary storage is much faster to access than permanent storage. however, when data and instructions are not being used, they must be kept in permanent storage sometimes called secondary storage, such as a hard drive, CD or floppy .
The Central Processing Unit (CPU) is the "thinking" brain and the various forms of storage (cache, RAM, permanent storage) are the "memory", short and long term.
