Yes. Halloween was brought to us in the early 1900's by the Irish and Scotch. Halloween did not become a holiday in America until the 19th century... until Anoka, Minnesota started an organized town event to celebrate Halloween in 1920: it had the first Halloween parade!
The state that joined the United States on Halloween day is Nevada and that's why they celebrate their states birthday, and on Halloween. So practically, they have two Halloween days.

My somewhat educated guess is that he did not. Halloween was not celebrated much at all in the US until the mid 1850's.
