way out in the mid-Atlantic Ocean, about 1,700 miles off of Port Etienne Morocco on

the west coast of Africa, and about 2,370 miles due east of the northeast coast of Cuba.

Since the question mentioned "Brazil", perhaps it meant to say 23 degrees South latitude.

If so, it was actually fishing for a point that's still at sea in the Atlantic, but this time only

about 10 miles off shore, and about 16 miles east-southeast of the center of Rio de Janeiro ...

definitely much better chances of being picked up by a passing fishing boat.

In order to locate a point 'exactly' ... or even correct to within an error of a few inches ...
