Upper classes of course. The Porfiriato (1876-1910) was a time period during which Mexico had a rapid economic development at the expense of human rights; especially affected were the field workers (campesinos) and blue-collar workers (obreros) who were exploited without labor rights, and were kept under extreme poverty conditions. Whenever they tried to demand better working conditions, they often "disappeared" or were outright assassinated, sometimes with the help of government forces.

The best example of this is the Cananea Strike (1906), where workers of the Cananea copper mine rose up to demand better working conditions, but were shot by Mexican rurals and even American Rangers. The survivors were forced to return to work without any demand being met. These kind of incidents were some of the reasons of the Mexican Revolution (1910-1921).
