Article I Section 8, the final paragraph. Congress has the right
"To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof."
Basically, this is called the "Necessary and Proper Clause," and it allows Congress to make any laws it deems necessary and/or proper. Kind of like a way Congress can just make any law and Congress can say, "well, it's necessary! It's proper! We're doing it!"
They can stop wars/anything by cutting off funding. Search unenumerated powers.

The ultimate authority in the United States is the citizenry, as that is where all legal sovereignty lies. In terms of the existing government, the Constitution is considered the highest authority, as it defines the structure of the government and the powers of all sections thereof. It even explicitly states in the Constitution (the so-called Supremacy Clause):This Constitution, and the Laws of the United States which shall be made in pursuance thereof; [...] shall be the supreme law of the land.- Article VI, Clause 2, Constitution of the United StatesThus no judge, President, Congress, or any other authority can legally pass a law, make a ruling, or perform an action that contravenes the Constitution. It could thus be argued that the Supreme Court is therefore the highest authority in the government, as the Supreme Court is charged with interpreting the Constitution, and it alone ultimately decides whether an action or law is Constitutional.
An "enumerated power" is one that is directly or specifically written out and granted. In the US Constitution there are enumerated powers that are listed for each of the branches of the government, such as the Congress and the President (Executive Branch). These are also called the "express (expressed) powers" as opposed to the "implied powers" that may be required to perform the duties of each branch. The enumerated powers are a list of items found in Article I, Section 8 of the U.S. Constitution that set forth the authoritative capacity of Congress.[1] In summary, Congress may exercise the powers that the Constitution grants it, subject to explicit restrictions in the Bill of Rights and other protections in the Constitution. The Tenth Amendment states that "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the peopleit means that you get more money that the power is worth and an example is" you ask for 60k and the power is worth 30k and you get 80k.

The only thing the US Constitution says about this is;"He shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient."(Article II, Section 3)The custom has developed that the President gives his State of the Union address to Congress every year in January.
