because i don't know the cut, shape, style or material of the skirt, all I can tell you is what colors look good.
white-looks very clean and professional, but may be over the top if you just want to look casual
cream or light yellow-very pretty and sweet, compliments many skin tones
earth tones- these include dark greens, dark browns and dark maroons. easy to put together
light blue- simple, matches, and looks very neat!
black- very formal. can't go wrong with this one, unless of course you are going to a wedding.
no not wear :reds, Oranges, dark yellow, light green, the same navy blue for a top and metallics.
It depends on what KIND of shoes you're talking about.... but its your choice... but here are some does and don'ts.
DOs:
DO where a silver/metallic skirt with navy flats,heels, etc.
DO where a white/cream skirt with navy flats,heels, etc. BUT HOWEVER, if you're a teen than you might be able to pull off wearing a denim white mini skirt with some navy converse, etc.
DON'Ts:
DON'T where any black skirt of anykind with navy shoes
DON'T where any blue denim skirt with navy shoes...

I would say navy shoes. It will be very difficult to match the blue flower in the skirt, although that would look nice if you could. Don't wear cream, it would be too much.

Generally, the colors that go into slate blue are a "Colombia Blue" with a mixture of gray, white, and/or navy blue.
Any color really goes with a jean skirt but try not to wear blue like navy blue cause then it will look like your just wearing a navy blue dress today i wore it with a pink shirt. HOPE THIS HELPS! :)
