The answer isn't so simple. There are various kinds of pH paper. However, I presume you are referring to litmus paper which is the widest distributed form. Acetic acid has no effeect on red litmus paper but turns blue litmus red

If color is not important, red balsamic vinegar would be the best substitute for white. Otherwise, a sweet white wine would be a possible replacement.
If you are looking to replace white vinegar, any vinegar can be used but it might change the taste or color of the dressing. If you are looking to eliminate vinegar, lemon or lime juice might do well.
