yes. but you must put a sealant on it. Do it all the time.
Tempra paint is a water based paint, I don't see a problem using a water based acrylic, if this bird house will be outside, I would add some UV inhibitors to keep the sun from fading out your paint job.

I think you get green yellow? BUT the best way to find out is to take green paint and yellow paint and mix it together try it out.
Yellow is a primary color, meaning no colors are put together to make it, it is just there. You can add just about any other color to yellow to make different types of yellow, though. If you add too much of a certain color, (not including yellow), to yellow, it morphs into a totally different color. An example is adding an equivalent amount red paint to a certain amount of yellow paint. You will get the color orange as a product.
