I am assuming that you mean primer for your eyes. Well primer goes on first to allow eyeshadow to fully show its colour and to avoid creasing throughout the day. Without primer, the eyeshadow will be faint and the oils from your eyelids will cause it to crease or gather in one spot.

Girls with brown eyes suit most shades of eyeshadow. Just be careful when using brown, that its not the same brown as your eyes. This can look very overpowering or dull. However, a contrasting shade of brown can really highlight your eyes and add more sparkle to them. Violets, dark blues, and golds are also especially good choices.
Well, anyone can wear neutral eyes. A person with green eyes should probably wear a gold that leans a little more towards the copper/orangy end of things. As for colour, red toned purples look amazing on you. Purple is actually surprisingly easy to wear and look really good, too. So I would go for those aside from your typical neutrals. Keep in mind that greens complementary colour is red. Not that you should wear red, but colours with a hint of red in them will really bring out your eyes. Hope this helps!

brown or green will work well I have hazel eyes and have been wearing makeup for two years, so I think I can help you. I recommend light green, light brown, or glitter. Also, the best eyeshadow application is this: put your lightest (example) pink from the top of the eyelid to your eyebrow and your regular (example) pink over the eyelid. Use your darkest (example) pink in the corners. Also: don't use an eyeshadow that matches your blush; it sounds cool but it is NOT. You should also try a subtle purple.
