To obey and hear His laws, in that order. (Exodus ch.24).

At the command of God (Exodus ch.3), Moses brought the Israelites out of Egyptian slavery (Exodus ch.12), received the Torah from God (Exodus 24:12) and taught it to the Israelites (Deuteronomy 4:5).

The covenant was between God and all of the Jews, not only with Moses (Exodus 34:27). It stipulated that God would treasure the Israelites, and they would obey Him (Exodus ch.19).
Moses was the leader of the Israelites, 3300 years ago. The Bible (the first chapters of Exodus) relates how he brought the Israelites out of the Egyptian slavery at God's command.

Moses, at God's command, brought the Israelites out of Egypt (Exodus ch.12) and gave them God's Torah (Exodus ch.24). H, to this day, is one of the greatest influences on the Jewish people.
Moses didn't act on his own accord. He was following the command of God (Exodus ch.3) in freeing the Israelites from Egyptian slavery. God gave the Torah, but that wasn't "in return" for freeing the Israelites; it was the purpose for which the Israelites were freed.
