I think it's on page 158, when Finny says, "Sure there isn't any war." It seemed to have a sarcastic tone with the way the author describes his gestures while responding to Gene in this way. I could be wrong though.

Communism hopes to create a gargantuan state in order to suppress everyone in order to protect them from themselves so they can finally be free and then mysteriously claim that once that "freedom" is finally obtained this gargantuan state will just disappear into a "stateless society." The real question is not why communism fails in practical politics, the question is what practical person could possibly believe such mindless fantasy as communism could ever work?
