Yes, Vista is very compatible with Visual Studio, and is recommended. VS 2008 and 2010 as far as I know of are compatible with Windows 7 also.
Sorry, as of feburary Microsoft removed the downloading of Visual Studio 2005 but 2008 isn't that different, I recommend it.
