Blood-sucking, challenges of population control, disease-carrying filarial worms, protozoa and viruses, inflamed and itchy bites and welts are concerns with No-see-ums. The seemingly invisible insects, also called biting midges and sand flies, count among members of the Ceratopogonidae family and as relatives of black flies in the Simuliidae family. They like moist environments, where home-made or store-bought insecticidal soap serves as a population control if the controller can figure out where the invisible biters are coming from and going to.
It is difficult to get rid of "noseeums" or gnats because they are just too plentiful. One way to help control this type of pest is to use a bug zapper. Another way is to spray the lawn with a pesticide that is not harmful to children or pets. The gold mouthwash sprayed (not diluted) on the lawn will also help get rid of "noseeums".
in any areas with water... rivers lakes swamps or oceans they live in the ocean
No-see-ums tend to eat nectar. Both the male and female no-see-ums will eat nectar, but sometimes the males will not eat.
Wear long shirts and pants and use insect repellent on all exposed skin areas, especially repellents containing deet.
There are patron saints for health concerns, there are saints for family concerns, for financial concerns, etc. There is no generalist for concerns.

There are definitely concerns; how valid these concerns are is a matter of some debate.
