The Governor of Texas is actually a fairly weak figure. He doesn't make much executive or judicial appointments as these positions are either elected or chosen by the Legislature. However, he can still veto laws passed by the Legislature. The Lieutenant Governor is the President of the Senate and holds a lot of power of the chamber, such as interpreting the procedure, appointing Committee chairman and assigning Bills to committees. Because of this, the Lieutenant is often rumored to be more powerful than the Governor himself.
