The post of General-in-Chief was held by Winfield Scott, George McClellan, Henry Halleck and Ulysses Grant.
On March 11, 1862, Lincoln relieved McClellan as General-in-Chief and took direct command of the Union armies. On November 2, 1862, Lincoln named Ambrose E. Burnside as Commander of the Army of the Potomac, replacing McClellan.
Union General George B. McClellan had a broad range of responsibilities during the eighteen months he served during the US Civil War. Only Union generals US Grant and Henry W. Halleck matched McClellan's range of military positions. On an overall basis, McClellan's combination of roles made him unique in the fours years of the US Civil War.

Lincoln's Cabinet wanted him to get rid of General George B. McClellan. Or, perhaps better said, not let him be in charge of major armies, and certainly never again as general- in -chief. General Henry Halleck was in charge of the West and US Grant reported to him. Halleck believed that Grant almost failed at Shiloh. This was due to Grant being the victim of a surprise Confederate army assault and perhaps not properly fortifying his position at Pittsburg Landing. Rumors about Grant's drinking problem was also well known Lincoln urged Halleck to stay with Grant because he believed Grant was a fighting general.
A better question is which one wasn't. There was McClellan, Burnside, McClellan, Hooker. Meade was also a General but he was injured in battle and had to be removed, Ulysses S Grant then took over and won the war for the North.
