Iran is a mixed government. The Supreme Council of Ayatollahs, the judiciary branch of the Iranian government, is effectively unlimited. They cannot be held to account for their political views and indiscretions. However, both the executive branch (the President and his officers) and the legislative branch (the Parliament or Majlis), can be held to account, so they are part of a limited government.

An example of this would be the First Amendment, prohibiting the government to restrict our freedom of speech. Another example would be the separation of powers, checks and balances, and each branch of the government working together to ensure that no single branch abuses their power.
China's government is a communist government. China is a limited government. It is a Dictatorship, but it has clear branches of government that can act as checks and balances to different authorities. There are limits to how much power any one branch can have or impose. However, Chinese citizens have few protections from the government which they can use to protect themselves. Limited Government: A government in which everyone, including those in authority, must obey the laws. This is common in Western culture. The U.S. Constitution is a document that is an example of limiting the power of government.

The term "limited government" may not be found in the Constitution, but the concept of limited government is established in the Constitution by means of the definitions of the powers of the branches of the Government. Each branch has specified responsibilities and powers, and may not exceed those responsibilities and powers under the terms of the Constitution. In other words, the Constitution says what the Government should do, and that's all it can do. That's limited government. The Preamble of the Constitution explicitly gives the power of our government to "We the People". The fifth article gives "We the People" the right to amend the Constitution,ergo the government is not limited except by the will of the majority governed.The term "limited government"is illogical and not implied.
