The back of the ignition key cylinder is probably broken.

The starter relay is out. Or the ignition module. Or the ignition switch is out. And its the odds in that order. Greatest to least.
Common reasons for a 1996 Ford Taurus engine that turns over won't start are a faulty compressor or ignition.
