it is too cold for coral reefs in the Arctic ocean. reefs grow in warmer oceans(usually below the equator or right near it), like the Indian and southern pacific oceans. (example: the great barrier reef)

There are cold-water corals though they tend not to form huge reefs. A large body of them has recently been found off the N. coast of Scotland, and that area declared a Marine Nature Reserve. I don't know if corals grow much further North though.
