Your question does not quite make sense. Neutral is an adjective, it modifies some noun. So, you could ask if baking flour has a neutral flavor (it does) or if it is electrically neutral (yes again) or if it is politically neutral (not really; inanimate objects are incapable of either partisanship or neutrality). Or perhaps you are enquiring about its pH level, which again is neutral.

fill till the level in the resovor is at the cold line. run the engine to bleed the air out and then check it again
The neutral of a generator should never get into a condition where is is floating. All generators have the neutral tied to the frame of the generator set. It comes this way from the manufacturer. If it is floating then someone has disconnected the neutral wire from the frame. Just reconnect the neutral to the generator frame again to stop it from floating. Larger generators should also have a ground rod connected to the generator frame for grounding purposes.
You have 2 cases of fuses. 1 in the engine compartement (driver side, on the front) and another one underneath the dashboard, driver side again.
