Try checking the vacuum hose from the booster to the intake manifold for cracks (ie. leaks). A can of carb cleaner lightly misted over the hose if there is a leak/crack will make the engine idle higher(Warning! Do while the engine is still fairly cool!). The same goes for the connection at the intake manifold itself. Also if the engine is underperforming (ie. running badly) this will also produce weak brakes (too little vacuum). And finally, if the engine idle is set too high it will also produce weak brakes(too little vacuum).

Id check the vacuum booster behind the brake master cylinder. I have seen cases of boosters on fords cracking causing the booster not to work properly. Resulting in a hard pedal and hard to pull up the car. Also the hose to the booster and the check valve where the hose connects to the booster.
