Several possibilities: has it always been this way or is this something new, in which case the unit may not be operating properly....dirty clogged filter? Low coolant? Does the air seem to be moving? If its always been this way the unit may be undersized. Is the attic properly insulated? Regardless, adding more may help.
Actually any attic could be really anywhere you want to put it at! Umm... People might put it all the way upstairs on the top wall (Above your heads!)
I could be a squirrel taking refuge in your attic during the winter. Or it could be a rat.;-)
Children hidden in the holocaust where hidden in the secert annex in Otto's business the annex was upstairs in his office. There was a secret door the same color as the walls and he could go in there and hide. Anne Frank and Peter Van Dann went into the attic to play too.

Because hot air rises. As your A/C unit kicks out cool air, that cool air makes its way downstairs, while the warm air downstairs rises to the upstairs. You could try closing a door at the top of your stairway to prevent the downstairs warm air from making it upstairs. Or try cracking an upstairs window if it is located near the ceiling to let warm air escape outside. The brute force solution is to buy more A/C units. The most efficient solution is to spend more time downstairs than upstairs.
