not with just your daytime running lights. but when you turn your park lights and low beams on, it should light up. not that big of a deal though
The A/C system compressor operates when in the defrost mode. If the noise is also heard when running the A?C it is more than likely a problem with the compressor/pulley.

When you are sitting still you don't have that air so your engine is heating up even more so the cooling fan comes on to help cool you engine off. Via cooling the radiator.

When it's running hot you should hear the cooling fan running, if not that is your problem. If the cooling fan does not operate check the fuses, cooling fan relay, cooling fan switch and cooling fan motor. One of them is at fault.
try checking your cooloing fan. make sure it is running There is no air getting to your radiator as you are not moving! Or there is a problem elsewhere in your cooling system!

the fan has a thermostat that is set to the manufactures specs. They usually set them pretty low, because of the increase in the use of aluminimun head. If they get to hot they can be warped. hope it helps. duboff I have the same problem - thermostat doesn't open and fans don't come on until temp gauge is at or lose to the L in normal (just before over-heating).
