Usually the culprit is the contacts inside the window switches in the center console.If you carefully remove each switch you can pry the long sides of the switch away from rocker with a thin blade, you will have to do both sides of switch, carefully remove rocker and try not to loose the springs underneth. clean each contact with a pencil eraser and re-install. All switches are identical and the connector in console determines which window is which, so don't mix those up.

Hi, The problem with your pass side window is the drivers side power window switch. I have had this same problem on my 1993 Aerostar.
No it is the window motor. I had to replace 2 of mine in a 97 Cabalier.
There are a few things that could cause this problem. The motor is wearing out, the wiring is not connected correctly, the window is off track, or there is an obstruction.
I would check the switches first then check the window motor for passengers side.
had same problem; check switch on driver side ., if it operates the passenger side ok, then just replace the driver side window switch .. $20 part from the dealer.
If the 2002 Beetle window is crooked, then the problem could be that the window track is loose or damaged. If the electric system wont move the window up or down, check the fuse and window relay for a problem.

The motor could be burnt out on the window. This is more than likely what has happened. The motor can be replace for a low cost.
Re-check connections. If that doesn't solve the problem, use a meter to find out if you're getting voltage to the window when you push the down button. If not, the switch could be bad. Note: It could be either the passenger or drivers side button. If it DOES get voltage when pressing down, the motor is bad.
If it is electric windows it is the motor which needs replacing or it could be the regulator
