I had this problem, although it didn't affect my driver's side. The passenger side floor would be soaked every time it rained... and since this happened in the winter time in WA state, you can imagine how wet it was. Anyway, it turned out that there is a piece of foam, about 5-6 inches long and maybe an inch wide on the passenger side. It's under the hood, up near the windshield. There is a piece that needs to be removed (if I remember correctly, it's plastic). Underneath that is where the piece of foam is located. I was pretty pissed when my mechanic friend found it... It's unbelievable that something so small could cause so much damage! On mine, the adhesive had come loose, and the piece of foam was not able to do it's job, which is keeping the water from getting in. Unfortunately, it took awhile to figure out what the problem was, and it started affecting the electronics. We looked at several different things trying to figure out the problem, when someone told my friend about that piece of foam. The water fried my BCM (base controller module....$$$$), so I had to have that replaced too. The foam piece is a much cheaper fix, especially if you can catch it in the early stages.

I wouls suspect the passenger side switch is defective. Salvage yard is a good source for this part.
It could be the switch,power source to the switch, or the motor is burnt up. More than likely the motor is the problem since the driver side get a great deal more use than any other.
