I'm not an expert, so this may not be helpful but I wondered about the temperature of the water. If it's very cold, a dog may not drink a lot. Make sure it's not too cold or warm and that it's fresh (waterbowl should be washed and refilled a few times a day).
Otherwise, maybe your dog has tooth sensitivity??
