What could be wrong with a new central AC unit that works great until the outside temp reaches 90 and then it runs non-stop but can't cool the house below 78 degrees?

The unit could be undersized, low on refrigerant, blower on wrong speed, dirty coil, dirty filter. If, the problems outlined in answer one [except "undersized"] are all checked out and eliminated, by a qualified technican, then as answer one points out, the system is undersized for the "cooling load." That means that the structure is gaining heat from the outside faster than the capacity of the system to remove heat from the indoor air. It would then appear that the selection of your "new" system's capacity was too small for the job. Before adding additional cooling equipment, I suggest you have the INSULATION UPGRADED, if that's possible with the configuration of the structure.j3h.
