What could be wrong with my 2000 GMC Safari AWD the air doesn't heat up when heat is on and doesn't get cold when air conditioning is on but the air still blows out?

ok. Check a few things. 1. Thermostat. If that isn't working, replace it and your heat should start working. 2. Check out the Freon on the A/C 3. Check all hoses and fittings leading to the radiator, thermostat, and A/C Pump. A Local heating and A/C Shop can help run a diagnostics to tell you what needs to be replaced.
