These could very well be flea bites, or the bites of other insects. This probably isn't Limes unless you have noticed lots of ticks on the dog. It could be the start of mange, but that disease often begins on the face or body. My first guess was "hot spots", which are small areas of staph infection, common in certain breeds. (Labs, goldens, beagles are a few.) Are the spots itchy? Does your dog lick and bite at them? Hot spots result in this behavior.
The best course of action is to see a vet, who can better diagnose the symptoms and suggest a treatment.
