If their nose gets clogged they will have difficulty breathing. Easiest treatment would be a moist cotton bud wiped over the nostrils to dislodge any encrusted matter.

∙ 17y agoCold water, improper diet, lack of good quality light, a dirty environment, a sinus infection... There are a number of possible causes. Weeding out all the "care" options (food, water, environment) I'd take him into the vet - to ensure he doesn't have an infection... and if he does, to ensure proper treatment.
