Most comon cause is a vacuum leak but an idle surge could be caused by a number of issues. Check your tps and map sensors. Check for leaks around the throttle body.
An easy but not always accurate way to check for leaks is to spray throttle body cleaner in short bursts on the area of a suspected leak. Any changes in idle should indicate a vacuum leak.

Check the cruise control for the Prelude first. Then check the cruise relay, any linkages, and the vacuum lines. If these are ok, then run a computer code check to see if any codes show up. A code issue could cause the cruise to not operate properly.
It could be a faulty tire or possibly the wheel bearing, but I'd seriously inspect the brakes, even if you don't think anything is wrong. That's a FAR more common cause of noise.
There could be a lot of causes to this light being on.......... Have a technician hook it up to an ABS computer.

The description of "missing" could be a sign of fuel starvation (clogged fuel filter - failing fuel pump - clogged injector nozzles) or - a possible problem with the ignition system - bad plugs - dirty distributor- bad spark plug wires. The description of "surging" would lead one to believe that it is probably a fuel related problem.
