If this happens when stopping from 45+ MPH it is likely the Torque Convertor lockup solenoid in your transmission (THM 125-C). This is a VERY common problem and will set you back about $100 to have a shop fix it. ---------- Alternatively, if you don't have the money to spend (and let's face it, if you're driving an 89 Celebrity in the first place, you probably don't), you can simply unplug the torque converter. The car will lose a little oomph, but it runs fine.
