Dear Swelling,
I am not a nurse nor a doctor but I have taken several medical classes. According to my education, when the menstrual cycle approaches and occurs the body is retaining excessive amounts of fluid (hence the reason for many PMS pills that control water weight gain and bloating)it is almost like the body is dehydrated and holds excess fluid to compensate. So this is definitely a normal side affect but the extent of your problem may question the issue of seeing your physician.
No

Menstrual cycles will come to an end as women go through menopause. Women's menstrual cycles will also be stopped if they fall pregnant, while on hormonal birth control, or after a hysterectomy.
