Found the problem, one of my RAM memories was defective.
You must have an installation disc to upgrade Windows 98.

goto run then , in the run box .type msconfig a dialogbox opens , go to the startup tab and uncheck all the list items that's it it will ask to restart the PC then it will bebooting without startup items.
You can avoid restart by refreshing the registry . For refreshing registry , press Cntrl+alt+del and end process explorer .Now from applications select new task and reload explorer from windows folder. After software installation , use this procedure if your are not in position to restart your PC.
The Windows startup process is officially completed when the Windows desktop appears and the wait circle disappears.
You'll probably have to reinsert the "Windows XP SP_ Installation Disc" and restart the installation again, and redo the events you did the last installation, until the Partitions screen occurs/appears (In Windows XP Installation Process), and select the Partition on which you previously chose to install Windows, and the select it to be formatted using NTFS file system as you did in the last setup. This will cause the partition to be formatted with NTFS file system and make it an empty, useful partition ready to allow Windows Installation to continue on it. Later in GUI Installation, you install Windows XP as usual until the final step. Now, your Windows XP is fine, new, fast and clean Installed Windows Operating System....
Where is the startup wizard for vista
have you got the installation disk? if so change your computers bios to boot off the CD drive first and restart your computer with the installation disk in the drive and follow the install settings

Restart your PC then Press one of the F1 or F2 or F3.... Buttons and it will take you automaticaly to a screen ;)
