The rulers, aside from legislating controls, could really do very little to stop the deterioration of the empire. One of the reasons was because of the high degree of consumerism in the west. Even though the empire's income had shrunk, the taste and the desire for exotic products still remained. It is said that millions of seterces left the empire via the Silk Road with no source to replace them. The eastern part of the empire did not have this problem.
