You can use them in all countries I believe. Obviously you must apply for it first by having a driver's license from your home country. But other than that, i don't think you'll have any problem.

In other words, you can't get an international license in the US and use it as a license in the US if your US license is not in force. they are only good in countries outside of the issuing country.
