There were no countries in Boer regions, only disorganized warlords that had already been moved east by the Boers. They were the first government there.

While it is true that the Boer were the first settled government in what is now South Africa, they did displace numerous tribes that lived nomadically or semi-nomadically. The most developed of such African tribes were the Zulu peoples.
