There is not a single country on the planet that offers free health care (taxes are higher in these countries which is how health care can have the essence of being "free" when in reality it's not), what you mean to ask is what countries have socialized health care. All developed countries except the United States offer "free" (it's not really free...) health care.

In developing countries there are a lot of high technology that can be used in order to give better if not easier health care delivery to people living in developing countries. There is better health care insurances and people can really rely on the availability of supplies and man power to provide health care.

Yes. Many undeveloped countries have little or no health care and people live in those countries. Life span in those countries may be lessened due to poor health care.
