A referendum is a vote
One way for citizens to vote on state or local laws is through a ballot initiative or referendum process. This allows citizens to propose new laws or approve/disapprove existing laws by collecting signatures to place the issue on the ballot for a public vote. Another method is through town hall meetings or public forums where citizens can express their opinions and provide input on proposed laws before they are enacted.

Britain does not use the euro. It uses the pound sterling. Only 17 of the 27 countries that are members of the organisation called the European Union use the Euro. The other 10 countries use their own currencies.
Australia held a referendum to determine whether it would become a republic. How people vote in a euro referendum is not an issue for CA. Referendum was held to determine whether people should smoke or not.
