The politically correct answer is all countries are responsible for GHG emissions. However the top contributors of carbon dioxide are:

World total: 27 Billion tonnes/ year

USA : 6 Billion tonnes/year (22.2%)

China: 5 Billion tonnes/year (18.4 %)

European Union: 4 Billion tonnes/year (14.7%)

All the rest of the world (+150 countries) produces the other 50% of the carbon dioxide

Per capita, the US is one of the worst offenders. China's CO2 output only recently eclipsed that of the US, but they have a long way to go yet to match the US per capita emissions.

There are a few smaller countries that are worse, per capita, than the US, but their total emissions are not substantial as their populations remain fairly small.

Until recently the United States was by far the largest emitter of greenhouse gasses. China only recently wrestled away that dubious distinction.
