The 00 is not part of the country code, it is a commonly used international access prefix. Country code +1 is North America, which includes the USA, Canada, and 18 island countries and territories in or near the Caribbean. North American area codes are always 3 digits, so you need two more digits. For example, +1 501 is in Arkansas, USA, but +1 506 is in New Brunswick, Canada. By coincidence, all +1 5XX area codes are in the US or Canada, although +1 500, 533, 544, and the future 566 are special codes for personal "follow-me" numbers and similar purposes; the person on the other end of such a number could be almost anywhere in the world.

Country codes never begin with zero. Further, if we take 00 as the international access prefix (00 is the most commonly used prefix), then we are left with country code +05, which is still invalid.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, and many other countries use different prefixes.)
