The Papal States ceased to exist during the reign of Pope Pius IX in the 19th century. Today only the small country of Vatican City remains and it is totally surrounded by Rome and the country of Italy.

Within Australia, the state of New South Wales completely surrounds the Australian Capital territory. It also has a curious coastal extension called Jervis Bay, the naval port for the Australian Capital Territory (which is completely landlocked). Jervis Bay is separated from the ACT, but still within NSW.
A city-state is a parasite. It has no economy of its own and is dependent on the country that either surrounds it or is next to it. It is also an anachronism since they supposed to have disappeared in the modern era.
